Nineteen of Medvedev's 21 titles have been achieved on hard surfaces
A comeback the Russian player won his initial championship for 882 days with a win over Frenchman Moutet in the tournament championship match.
Medvedev, a ex- number one, has experienced a torrid season, winning just a single victory at the Grand Slams and undergoing a difficult moment at the New York tournament.
The player's varied form on the tennis tour - and issues with his serve in especial - led to him dropping out of the elite rankings and ultimately splitting with long-time coach Gilles Cervara.
Presently working with his coach and Rohan Goetzke, Medvedev has gradually improved in the past month - peaking in a closely contested competitive win over challenger Moutet.
This represents the player's maiden championship after the 2023 Rome Masters and maiden on a hard surface since March of that year.
Victory also indicates he has secured 21 championships at twenty-one different competitions.
"This marks the first occasion I'm at a tournament with my two daughters together, so to win a trophy is especially meaningful," said tennis professional the champion.
"This title is in dedication of my younger daughter Victoria, because the initial championship I won when my older daughter Alisa was delivered was for her."
Medvedev, the former major winner, had failed in his previous six championship matches, including in Halle earlier this year.
His counter-punching play style and frequent outbursts on the tennis court had prompted observers to wonder if his ability to play at the highest level was finished.
However the 29-year-old has altered his approach in recent weeks, attempting to come to the net and play assertively, backed up by an improved serve.
Medvedev came back from a break down in the initial set against the difficult Frenchman, taking 4 of the last five points to gain the advantage.
The competitors swapped breaks in the middle set before Moutet, bidding for his initial tour championship, seized the initiative to push for a third set.
The opponent saved 4 early opportunities in a tight final set before the champion won the break to fifteen to close out the victory.
Suitably, the winner earned the title with a rally at the front of the court, with the Frenchman failing to handle a return after over two and a half hours.
